Costume Creators Cultural Arts provide the services necessary for youth to empower themselves and their families, to take an active role in the decision-making process within their immediate communities as well as across the city, and to promote the pursuit of education.  This is all in an effort to equip youth with the information and supports they need to make healthy lifestyles 

Costume Creators Cultural Art traces its roots back to 1958, when Mr. Whitfield Belasco and his brother, Calvin Belasco, founded Concept Costume Creators alongside the establishment of the EBONITES Steel Band in Morvant, Trinidad. Their inaugural presentation, themed “Cree’s of Canada,” marked the beginning of a legacy grounded in cultural storytelling, artistic excellence, and community pride.

Over the decades, Costume Creators became widely recognized as “the Family Band,” reflecting its deep commitment to unity, mentorship, and multigenerational participation within the carnival arts. The organization served not only as a mas band, but as a cultural hub where creativity, discipline, and community values were nurtured.
